Beijing Research Center of Electric Vehicle Charging and Swapping Engineering Technology is located in Changping Area of China Electric Power Research Institute. Founded in 2011, it is in the charge of Beijing Municipal Science and Technology Commission and is operated and managed by Power Consumption and Energy Efficiency Department under China Electric Power Research Institute.

The Center commits itself to scientific research on electric vehicle (EV) charging and swapping technology, formulation of relevant standard, inspection and detection, consulting service and cooperation communication, etc. as relating to EV charging and swapping technology. According to China's great demand for EV development, the Center has performed research mainly on the following four aspects in EV charging and swapping field after further analyzing the important research hotspots during the promotion of EV: 1) simulation and planning technology for EV charging and swapping facilities; 2) key technology for EV charging and swapping equipment; 3) construction and operation management technology for EV charging and swapping facilities; 4) test and detection technology for EV charging and swapping facilities.

It has a test field covering 1000 square meters in Changping Base, which is equipped with advanced charging and swapping equipment and test equipment. The test field is capable of carrying out type test on EV charging equipment, charging connecting device, motor and actuator, etc. With CNAS/CMA testing qualifications for EV AC charging pile and DC battery charger, it can conduct test on charging functions, electrical performance, environmental defense, interoperability and communication consistency of large-sized charging equipment in line with such standards as GB/T18487-2015 and GB/T27930-2015. The Center can provide technical support for the formulation of EV charging facility standard, equipment detection and policy research, etc. while providing an effective test platform for the construction of EV charging facilities and industrial development.
